AdaptiveVets Solutions Awarded Tracking Continuing Education Applications (TCEA) Programming Support Prime Contract
AdaptiveVets Solutions (AVS) was awarded a contract to provide full-scope technical and programming support for the VA’s Tracking Continuing Education (TRACE) system. TRACE is a custom-built enterprise application managed by the Institute for Learning, Education, and Development (ILEAD) and plays a critical role in tracking continuing education programs, fiscal data, event coordination, and media requests for the Department of Veterans Affairs (VA). It integrates with other key VA systems including Talent Management System (TMS), Education Data Repository (EDR), and Integrated Funds distribution, Control point activity, Accounting and Procurement (IFCAP), and supports hundreds of VA users nationwide.
Under this contract, AVS delivers agile-based maintenance and modernization services to ensure uninterrupted operation, security, and responsiveness of the TRACE application. The AVS team provides rapid support for routine fixes, as well as more complex software are enhancements using a DevSecOps. These services include end-to-end programming support, application architecture updates, Section 508 compliance, requirements analysis, backlog grooming, user interface (UI) improvements, and stakeholder-centered design workshops.
AVS’ approach prioritizes human-centered design (HCD) and continuous improvement. By embedding scalable agile methods, leveraging tools like Jira and GitHub, and conducting sprint-based development, the team ensures that the TRACE application evolves with VA’s needs. This includes supporting the VA’s shift from outdated platforms like Classic ASP to modern .NET-based frameworks, thereby reducing technical debt and improving performance. Regular project reporting, transparent sprint planning, and stakeholder engagement are built into every phase of delivery.
The benefits of this work are significant for VA personnel and Veterans alike. TRACE enables ILEAD to efficiently manage and improve the delivery of professional training across the VA enterprise, directly impacting the competency of care providers and administrators. AVS’ support strengthens the operational stability of TRACE, fosters user satisfaction through responsive development, and empowers the VA workforce to better serve the Veteran community with timely, reliable, and well-informed educational tools.
